The relevant Foreign Service office must show exceptional circumstances for a U.S. employee abroad to qualify for this category. The fifteen years of service can be for more than one U.S. government agency abroad. The applicant must petition the Secretary of State and must file the EB-4 petition within one year of notification from the same.
